High Plains Mental Health Center Leadership

Walt Hill

Walt Hill has been the Executive Director of High Plains Mental Health Center since 2003 having devoted most of his career to serving the people of Northwest Kansas.  He began his career at the Center as a Clinical Psychology Intern in 1978 and has served in many diverse roles since that time. Originally from Baldwin City, Kansas, Walt earned his Bachelor’s Degree in Psychology  from Western State of Colorado and his Master’s in Clinical Psychology from Fort Hays State University in 1980.  He has served in a number of clinical and administrative roles at High Plains over the years.

Well-versed in the challenges facing rural healthcare organizations, Walt is a strong proponent for the use of advanced technology to make services more readily available to the residents of many rural communities. He was instrumental in the implementation of a regional tele-psychiatry program in the mid-1990s that links all of the 20 counties in High Plains’ catchment area via televideo conferencing units, significantly reducing travel costs and improving access to services for our more distant residents.

Walt has also served as a member of the Governor’s Mental Health Planning Council, as an officer and presidents of the Association of Community Mental Health Centers of Kansas, as part of the implementation team that successfully bid and implemented the first Medicaid Mental Health Managed Care plan in Kansas, and currently as a member of the Board of Directors of the National Council of Community Behavioral Health.

David Anderson

David S. Anderson is High Plains Mental Health Center’s Director of Clinical Services and has been with the Center since 1987. He earned his BA in Psychology from Southwestern College and his MS in Clinical Psychology from Fort Hays State University, and High Plains Mental Health Center was his first employer after he completed his masters.

David began working at High Plains Mental Health Center as an Emergency Therapist before transferring into Outpatient services. He developed and coordinated the Domestic Violence program before eventually managing the Outpatient Department, becoming the Assistant Clinical Director, and ultimately becoming the Director of Clinical Services.

Besides finding his career at High Plains, David also met his wife, Charlene, who is also an employee of High Plains Mental Health Center. As he recalls, “I did not see myself originally staying at HPMHC very long. I was planning to follow a friend to a Psy.D Program in Louisville, KY when I met Charlene. The rest, as they say, is history. Ultimately, I stayed at HPMHC because of the people I was working with. They were, and are, the hardest working, most dedicated and compassionate people I’ve ever had the opportunity to work with. HPMHC has given me the opportunity to grow within my profession and take on new challenges. I appreciate greatly that HPMHC as an organization is always striving to find ways to do what we do in a more effective and efficient manner. Now, it would be hard for me to see myself anywhere else.”

Dr. Mark Romereim, MD

Dr. Mark Romereim has worked at High Plains Mental Health Center since 2011, and has been Medical Director since January 2020. He came here to work in a temporary position for five months for a provider on leave, and was so happy working here that he chose to stay in a permanent position.

Dr. Romereim is a native Kansan, from Wichita. He graduated from Wichita State University with a bachelor’s degree in psychology in 1982, and from University of Kansas Medical School, Wichita, in 1991. He completed residency training in psychiatry also at University of Kansas Medical School, Wichita, in 1995.

Prior to coming to HPMHC, he worked mostly in Wichita, both in group practices and in a solo private practice. He has particular interests and expertise in Child and Adolescent Psychiatry and ADHD through the life span. While in Wichita, he was well-known for giving many educational presentations to mental health providers, physicians and school professionals on topics of Child and Adolescent Psychiatry and ADHD.

Cindy Pfeifer, BSN, RN

Cindy Pfeifer BSN, RN is a Registered Nurse who graduated from Fort Hays State University with a Bachelor of Science Degree in Nursing. Cindy has 15 years experience working as an R.N. in a clinic setting, hospital and teaching at FHSU, with nine of those years working as an R.N. at HPMHC in numerous roles. Cindy had left for 16 years and worked as a pharmaceutical sales representative for two Fortune 500 companies, selling and launching numerous new vaccines and medications. In August 2018, the leadership at HPMHC drew her back to this organization, where she has worked as an R.N. and has been the Assistant Director of Medical Services since September 2019.

Cindy is recognized for delivering exceptional teamwork, communication and collaboration with her counterparts. Cindy is valued for her ability to work across multidisciplinary teams and coordinating with different agencies to reach a common goal.

Cindy was born and raised in Northwest Kansas. She enjoys spending time with her husband and daughter, who is very active in school. In her spare time, Cindy enjoys spending time with her family, going on family vacations, cooking and baking, going to school events, and fitness activities. Cindy said that she always enjoyed working at HPMHC and feels very blessed to have the opportunity to work with this great team of professionals dedicated to provide quality mental health services. Cindy enjoys working with patients of all ages and serving western Kansas.
